Fort Bliss Housing

Huitt-Zollars provided land development engineering and infrastructure design services to the developer team led by Balfour Beatty Communities. Infrastructure design included new utilities (water, sanitary, sewer, storm sewer, natural gas, telephone, cable TV, internet, and power). Traffic design created residential neighborhoods that promote community, a pedestrian-friendly environment, and improved traffic circulation. Walkways and trails enhance the two circulating systems. Land planning and preliminary engineering was performed for five neighborhoods containing 1,278 homes. The project required coordination and reviews by a variety of departments within the Army; the Texas Commission on Environmental Quality for water, wastewater and storm water facilities; plus franchise utility providers for electricity, gas, cable television, and telephone services.
