Huitt-Zollars, in a Joint Venture with Jacobs, was selected to provide primarily Land Development Engineering (LDE) for the redevelopment and expansion of Fort Bliss Army Base. Huitt-Zollars has primary responsibility for design and secondary responsibility for program integration and construction management for this $75 million professional services contract. The effort will provide facilities for 45,000 troops and their families relocating from overseas bases. The project stands as one of the largest contracts ever issued by the Southwest Army Corps of Engineers. The scale of the project is quickly realized when assessing the ten-miles of thoroughfare, 50,000 linear feet of water line, over 300 buildings and housing sites included in the program.
The joint venture team is providing program management support, including program & project planning analysis, cost and schedule management, coordination/monitoring of program requirements, cost estimates and preparation of design build RFP’s for every base development project type for the implementation of a multi-year troop relocation program.
The scope of the program includes: land development engineering for over 4,500 acres of green field development; major Army Airfield Area upgrades of over 1,000 acres; and multiple infill projects scattered across the 3,000 acres of the historic Main Post. This program is laid out in four land development districts: East Fort Bliss, Infantry Brigade Combat team, Biggs Army Airfield, and Main Cantonment - all of which contain over 300 facility projects totaling more than 10 million square feet of living and work space in support of the soldiers.
Projects for the $4.6B program include Site and Utilities Infrastructure, Barracks/Dormitories, Administrative Facilities, Educational Facilities, Dining Facilities, Industrial Facilities, Warehouses and Storage, Operational Facilities, Ranges, Simulation and Training Facilities, Aviation Facilities, Medical Facilities and other Facilities.
