Huitt-Zollars prepared the program, schematic design, design development, and construction documents and performed bidding and full-time construction management services for Harris County Flood Control District’s new North Service Center. This complex includes a two-story, administration building; a 200-person pavilion with kitchen and state-of-the-art audio-visual equipment; a five-bay maintenance facility with offices, shower, crew lockers, restrooms, shops, storage areas and offices; a two-story distribution warehouse with a dock leveler, lifting platform and offices; fueling facility with automated card management distribution system; vehicular wash facility; enclosed parking garage and covered parking facility. The entire site features a showcase storm water quality feature. All portions of the 22-acre tract surface drain naturally through a system of filtration strips, cascading wetlands, bioswales and sedimentation pools to a final polishing pond. The pond serves a dual purpose as both a storm water quality feature and a detention pond to retain storm water run-off to pre-development conditions. The drainage from the parking areas of the western portion of the site is directed through a mechanical filtration system to remove the oils/solids from the rain water prior to its discharge back into the natural storm water quality system.
